Police Seize 108 Packets of Heroin

A traffic stop led to a Hartford man's arrest for heroin possession, police said.

Wrong license plate.

Pungent odor.

A lot of drugs.

That basically sums up a traffic stop made by Officer Chris Hunt and his police dog Narko on Monday, according to an arrest report.

At 11:17 a.m., Hunt was on routine patrol with Narko in the cruiser when they made a traffic stop on Reservoir Road, police said. Hunt noticed that a license plate on a Ford Expedition was actually assigned to a Honda Civic, police said.

According to an arrest report, Hunt noticed the smell of burnt marijuana coming from the vehicle  and the driver, 40-year-old Julio Arroyo of 83 Williams Street, Hartford, dropped packets of heroin on the ground while being questioned.

Arroyo also had packets of heroin in his mouth and in his vehicle, police said.

Police counted 108 packets of heroin in all, according to an arrest report.

Arroyo was charged with possession of heroin, possession of heroin with intent to sell, possession of heroin within 1,500 feet of a school, possession with intent to sell heroin in a school zone by a non-student, the misuse of plates, operating an unregistered motor vehicle and operating a motor vehicle with a suspended license, police said.

Police also seized more than $200 in cash, according to an arrest report.

Police said that Arroyo made his $50,000 bond and has a court date of May 17.
