Pair Facing Drug Charges for Allegedly Shooting up at a Park

The incident was on Friday afternoon, police said.

Two Stafford residents are due in court on April 16 after they were allegedly witnessed shooting up heroin in a Rockville park as children played nearby, according to an arrest report. 

Lisa Hubbard, 44, and Lanny Marden, 41, who live at 9 River Rd. in Stafford, were booked on Narcotics possession, the use of drug paraphernalia and possessing drugs near a school or day care facility, according to an arrest report. 

The report indicates that, at 3:33 p.m. on Friday, a police canine unit on patrol was told that the two were seen injecting heroin at a park off Elm Street while children were on a playscape nearby. 

Witnesses told the officer that the two were on School Street - just down the hill from Talcott Park - and they were  questioned and taken into custody, polices said. They were released on bond later in the day, police said.
