Vernon Has A Strong-Council Weak-Mayor Form of Government?

Vernon's Mayor Apel cancelled Monday's and Tuesday's recycling pick-ups when a holiday is on a Monday without informing or consulting the Town Council, which has a Republican Majority.

By Charter, yes, but you wouldn't know it the way Mayors (of both parties) act. The latest example, Vernon's Mayor Apel cancelled recycling pick-ups for 40 percent of Vernon when Monday is a holiday, without informing or consulting the Town Council which has a Republican majority!

The new policy was poorly publicized, which is why there are recycling bins at the curbs all over Vernon waiting for a pick-up which is almost a week away.

Has there been many complaints about the overflow of recycled trash around Vernon this week? Or just a lot of recycled bins standing out by the curbs waiting? Are they being disturbed by wild animals, are the cans and papers blowing around Vernon? Mr. Winkler please clarify "Vernon's Mayor Apel cancelled recycling pick-ups for 40 percent of Vernon" What happend to the other 60%? They don't recycle? Your article is very vague, as what is the major problem here. Is it because we have a Republican Mayor, or a Council majority is Republican, or both?

Looks like you nailed it Kathy! This democrat councilman has not said one positive thing since the election. He has turned complaining into a new art form!.

My understanding is that the decision was made by the director of Public Works and not the Mayor. I would suggest we give this new policy an opportunity to work and readdress it if needed, at some later date. As someone mentioned elsewhere on Patch there are a lot of folks who do not follow local news and events so they may have missed this change. "The new policy was poorly publicized, which is why there are recycling bins at the curbs all over Vernon waiting for a pick-up which is almost a week away." That comment injects more drama than we currently need or the policy deserves... The old mountain out of the molehill syndrome.

Bert: I don't mind that Michael Winkler has a valid reason to make statements as to what is going on. I wish more of our Town Officials would get on the Patch and state to the Citizens of Vernon problems they face, maybe the people would be a little more understanding. It was posted right here on the Patch very vaguely why recycles were not going to be pick-up after the Holiday. In reading another Patch article regarding the recycling not being picked up this week, no big major issues surfaced yet because of it.

Hey Michael W, make up your mind, in your previous Blog you wrote about why the town has too many administrators and we should do more with less in this economy. Now people in the town have found a way to save some money without drastically impacting the residence of the town and you complain again.

republicans & democrats constant turmoil. neither side cares about the town. It's a sad mess why not just leave the garbage in the streets? Town council allows some businesses to poison water & litter. It all just depends on who you know. Vernon is a mess!

Yes Rockville is a pig pen. Litter, piles of unsightly rubbish on the curb, car tires, and furniture.

We are a little off subject here. I just got a copy of the Town Charter. Can someone refer me to the section that says that Vernon has a Weak Mayor - Strong Council form of government? I can't seem to find it. Thanks

@ Michael. Absolutely fix the problem. Your acknowledgment of my post validates someone is listening, that is the first step towards a proactive solution. Surely someone in a position of authority is viewing this also. They will take the second step and bring it to action level.

Rocky: Renters are a big problem in Rockville. They dump and run to the next low income rental and do the same there. Landlords should be more careful who they rent to and should take better care of their property. I know it is a big job but that IS their job. Individual pride in your property makes a nicer place for everyone to live. The town can only do so much. People have to take more personal responsibility.
